A15. Settlement Layout Details Stage

Note: CLS doesn’t force one shape—it scores the essentials no matter the geometry.

Classic CLS implied designs by settlement horizon:

Stage 0-2 = IL-0 to IL-2 (Scout/Beachhead/Foothold): a spine with 1–2 mini-loops scores fastest to build and easiest to service. Rough-in cross-links and dual-loop utilities now.

Stage 3-5 = IL-3 to IL-5 (Village/Town/City): ring + radials (ideally dual-ring) balances resilience and flow. Add a service boulevard or bridged cuts for inner access.

Stage 5-7 = IL-5 to IL-7 (City/Regional/Country): a mesh with a service-alley lattice provides graceful degradation and industrial capacity. Sector into districts; keep reserves for renewal.

Classic design elements table due to CLS for IL-0 → IL-7. Numbers are indicative design targets so you can sanity-check proposals at a glance.

2 · Foothold

Spine with two cross-links
(loop-ready)

8–15k

6 · Regional

7 · Country

Networked districts (mesh-of-meshes); redundant boulevards

1M++

15,000++

Rolling renewal lanes; 8–12 havens distributed; protected utility galleries; maintain CLS targets during dark-Earth drills.

CLS applicability: Full CLS hard-gates kick in ≥10,000 m² (typically IL-3+). For IL-0..2, you can still compute a provisional CLS to compare layouts.

Heavy-access bias: Spine/early rings are naturally strong here; for rings/meshes, plan service boulevards/alleys early to avoid buried/bridged penalties later.

Growth path: Spine → close two cross-links → first ring → add second ring + cross-ties + boulevard → mesh → district sectoring → mesh-of-meshes.
