20. 8) G – Governance & Knowledge

G · Governance & Knowledge Continuity = “Can lawful authority and know-how persist under outages — signed, restorable, and auditable?” (continuity & auditability) - note: this definition changed overtime, with the approach shown here being the one taken initially.

Governance & Knowledge Continuity is the art of not forgetting. Clear charters with sunsets; escalation trees that work at three in the morning; audit cadences that outlast elections; documentation treated as an industrial asset; local timebases that do not ask distant constellations for permission. What moves it is succession drills with real handovers and regulators that are not the same people as the builders. Proof is two clean audits and emergency powers that sunset on timers. Failure is “just this once.”

Quick Heuristic: P (Population Viability) vs G can be confused.  Best analogy: Staff roster vs org chart. P is 24/7 post coverage, backups, time-to-competence. G is who’s legitimately in charge and how handovers are signed and restorable. Test: Is the improvement about people on shifts (P) or authority & continuity artifacts (G)?

Cross-pillar ties to G: P supplies succession depth and the people who can take the keys. R needs preserved designs, keys, and acceptance criteria under custody. S relies on lawful no-arrivals; B on lawful quarantine authority. A/M depend on transparent procurement and acceptance authority; C shows lived legitimacy (participation, grievance closure).

Lessons Learnt: Simplify before you “optimize governance.” We cut committees, merged duplicative authorities, assigned single owners for triggers, and practiced two-deep succession before we sped up cadence. Signed-only decisions, paper-mode SOPs, and offline restores turned policy into capability. Emergency powers sunset on timers—not on vibes.

Misjudged Initially:

Believed charters over handover drills; paper legitimacy without nighttime continuity.

Kept docs online-only; restores failed in brownouts.

Blurred builder vs regulator; audits lacked independence.

Opaque emergency spend; no dual-sign or public ledger under scarcity.

Ambiguous succession; “acting” roles with no handover packs.

Qs to Ask:

How many hours to bare-metal restore the knowledge base?

How many dark-Earth days have you logged in the last year?

Port Harmonia, Mars (Year 94 Mars Human Era)

Here is an example of Port Harmonia’s Governance & Knowledge MIS in the early third century HE:

G=0.15(0.8)+0.20(0.83)+0.25(0.865)+0.15(0.83)+0.15(0.8)+0.10(0.80)≈0.83

Calculations:

Gorg framework exercised under brownout → 0.8

Gsucc two-deep 0.85; handover pass 0.80 → 0.6⋅0.85+0.4⋅0.80 = 0.83

Gknow Coverage 0.95, Freshness 0.90, Replication 0.80, Restore 0.75 → 0.4⋅.95+0.25⋅.90+0.20⋅.80+0.15⋅.75 = 0.865

Gaudit cadence 0.9, closure 0.8, independence 0.8 → 0.83

Gcont surprise 14-day dark-Earth → 0.8

Gproc time-to-award 0.7, substitution 0.8, integrity 0.9 → 0.4⋅.7+0.3⋅.8+0.3⋅.9 = 0.80

Combine (weights sum to 1)

Simplified starting weights for G sub-scores (tuneable, disclosed).  Why this split? Knowledge & succession dominate continuity; continuity drills and auditability prove it works; procurement governance prevents quiet fragility.

Interpretation:

G < 0.40 — Paper governance; unclear handovers; stale docs; no real continuity drills.

0.40–0.70 — Solid framework; two-deep in most roles; documents fresh; first dark-Earth drills pass.

> 0.70 — Governance works under stress; restores from offline; transparent audits; scarcity procurement clean and fast.
