A1. Mars Settlement Stages
Mars Settlement Stages (Stages 0–9) are a public-facing maturity ladder that describes how a Martian presence evolves from short sorties to a normal, resilient, multi-planetary civilization. The stages are narrative waypoints—clear enough for citizens and policymakers to understand, yet disciplined enough for operators to benchmark progress. They intentionally avoid hard numeric gates (e.g., headcount, delivered tonnage, exact closure %) and instead use qualitative signals settlers can see and auditors can verify.
Audience: settlers, mission planners, investors, educators, media.
Unit of progress: recognizable capabilities (not population or cargo tonnage).
Philosophy: “evidence over vibes”—receipts, drills, and working routines beat slogans.
Purpose & Scope
Shared mental model: Provide a common language to discuss “where we are” and “what’s next” without getting lost in engineering minutiae.
Planning spine: Help align priorities across engineering, medical, logistics, governance, and culture.
Communications tool: Offer concise, non-technical descriptions that the public can follow, reducing hype and ambiguity.
Non-gating indicators: People numbers and cargo mass may be listed later as indicative context, never as pass/fail gates.
Relationship to ILs and MIS
Alignment with ILs: Stages 0–9 loosely track Independence Levels (IL-0…IL-9)—from Scout-Out to Multiplanetary normal. ILs are gate-based and auditable; Stages are public-facing descriptions of the same arc.
Complement to MIS: The Multiplanetary Independence Score (MIS) is a continuous dial for experts. Settlement Stages keep the story simple: ten rungs, ten recognizable patterns of life and capability.
The Ten Evaluation Criteria
The framework evaluates each stage with ten criteria: five “Hard” (physical & economic momentum) and five “Soft” (people, institutions, identity). These are descriptive lenses, not quantitative KPIs.
The 5 “Hard” Criteria (Product & Commercials analogues)
Survival Backbone Reliability: Everyday reliability of power, atmosphere/water, and shelter—not only in routine but under stress. Boring ride-throughs, planned maintenance, and practiced black-starts are hallmarks.
Make–Mend–Multiply (Local Production & Repair Depth): Ability to make and repair critical parts locally, with process control, metrology, and improving yields—progressing from patches to true small-batch manufacture.
Food & Bioprocess Sufficiency: Safe, dependable calories and micronutrients from multiple modalities (e.g., crops + bioprocess), plus sterile practice, cold-chain, and recall competence.
Mobility, Storage & Logistics Resilience: Intra-settlement movement that works in bad conditions; clear days-of-cover in stores; async comms and a trustworthy local timebase to keep operations coherent.
Economic Momentum & Trade Fit: A working internal economy and at least one exportable value stream (parts, repairs, data, services) that outsiders repeatedly buy—without starving the backbone.
The 5 “Soft” Criteria (Capabilities & Intangibles analogues)
Governance & Stewardship: Transparent decisions, real escalation and appeals, powers with sunsets, and audits that change behavior—institutions that outlast personalities.
Health, Biosecurity & Care Culture: Norms and protocols that keep people healthy and contain outbreaks—quarantine windows honored, stigma-free reporting, drills that include civilians.
Talent, Training & Teamcraft: Cross-trained coverage for critical roles; apprenticeships and certification ladders; night-shift equals day-shift; learning loops via after-actions and SOP updates.
Identity, Story & Attraction (Brand & Sizzle): A believable narrative grounded in receipts that attracts pioneers and partners; consistent naming, rituals, and public demos that match the logs.
Allies, Capital & Partnership Readiness: The maturity to court partners and capital on your terms—diversified vendors, sandboxed interfaces, clean exit ramps, asynchronous, signed exchanges.

Stage 0 — Scout-Out (≈ IL-0)
Sound-bite: Land, breathe, drink, go home. Prove life-support and ISRU in the real dust, then leave everything tidy for the next team.
TL;DR definition: Stage 0 is a short-stay, tightly scripted campaign that converts theory into receipts: crewed sorties validate basic ECLSS*, habitat survivability, and first ISRU taps (water/atmosphere handling) under Mars conditions. Nothing here pretends to be “a base.” Ops are expeditionary, buffers are thin, and success is measured in boring checklists, not heroics. The output is evidence: logs, yields, incident reports, and a punch-list for Stage 1. *ECLSS = Environmental Control and Life Support System
Stage 1 — Set-Up (≈ IL-1)
Sound-bite: Camping becomes base camp. Months of continuous habitation with the basics actually used and the first repair loops closing the gap between “brought” and “made.”
TL;DR definition: Stage 1 upgrades expeditionary ops to a lived-in base camp. Crews sustain continuous presence for months, run the environmental backbone without drama, and prove they can mend what breaks using local tools and prepositioned kits. Hygiene, incident command, and maintenance rhythms move from posters to practice. It’s still fragile, still supply-tethered, but the daily experience becomes routine: checklists are followed, spares are tracked, and the first “we fixed it here” stories start to stack up.
Stage 2 — Set-Up Plus (≈ IL-2)
Sound-bite: Thin buffers, real routines. Local power climbs, water recycles, ag/bioprocess pilots start; quarantine windows are a practice, not a poster.
TL;DR definition: Stage 2 turns a base camp into a working outpost with rhythms you can feel. The environmental backbone runs day after day without drama, local power carries meaningful load, and water is reliably reclaimed. Agricultural and bioprocess pilots produce non-trivial output and—more importantly—teach contamination control. Buffers are still skinny, so schedule discipline and quarantine windows matter. The settlement is no longer proving if it can live here; it’s learning how to live here without luck.
Stage 3 — Start-Up (≈ IL-3)
Sound-bite: A full year on local utilities. First black-start is on record; medicine moves from “we hope” to “we can”; the daily feel shifts from scramble to schedule.
TL;DR definition: Stage 3 is the turn from expeditionary routine to lived reliability. The backbone runs for a year on local utilities without drama; a planned black-start has been executed and documented; clinical capability covers baseline surgery and urgent care with practiced protocols. Autarky deepens to “noticeable”—roughly a quarter of survival-critical needs are handled locally by habit, not heroics. Fragility stretches from hours to months: issues surface, are triaged, repaired, and folded back into procedure.
Stage 4 — Start-Up Plus (≈ IL-4) — “Town Hub”
Sound-bite: Make → Mend → Make again. True machine-shop capability appears, the first full outbreak drill passes, and correlation risk enters the conversation—but independent survivability stays priority #1.
TL;DR definition: Stage 4 is where a working outpost becomes a town hub. The workshop turns into a real machine-shop line with jigs, fixtures, metrology, and small batch runs that actually feed operations. The first end-to-end outbreak drill passes under load, proving biosecurity isn’t theater. Schedules extend confidently through seasons; buffers improve; and people start to depend on local fabrication rather than shipments. Correlation risk (shared software, standards, vendors) is acknowledged and fenced, but the organizing principle remains simple: survive locally, routinely.
Stage 5 — Scale-Up (≈ IL-5) — “City Hub”
Sound-bite: City-grade competence. Deepening industry, electronics repair beyond board swaps, pediatrics/OB on-hub, and food from more than one reliable modality.
TL;DR definition: Stage 5 is where the outpost grows into a functioning city hub. The backbone isn’t just steady—it’s serviceable at scale. Local industry moves past patches into machine-tool bootstrap: you can fabricate, fixture, measure, and iterate parts that matter, and repair electronics at the component level. Clinical care expands to pediatrics and obstetrics with safe pathways. Multiple food/bioprocess modalities provide dependable calories and micronutrients. Autarky feels around the “most of what keeps us alive is handled here” mark (roughly four-fifths), but the cultural posture remains disciplined: drills are routine, correlation risks are fenced, and exports don’t starve the backbone.
Stage 6 — Scale-Up Plus (≈ IL-6) — “Region Hub”
Sound-bite: Rebuild here, not import. Core civilizational kit can be remade locally; months off-grid feel survivable; apprenticeships and standards take root.
TL;DR definition: Stage 6 is the threshold where a city becomes a region hub. The posture shifts from “repair and replace” to “rebuild and reconstitute.” Power systems, pressure boundaries, pumps/valves/seals, structural materials, and component-level electronics repair can be produced locally with documented process control. Months of isolation are planned and rehearsed rather than feared. Closure feels near-total for survival-critical lines, not by slogan but by coverage you can walk: most critical SKUs are fabricable by count, with substitutes and recipes in the playbook. Standards, training pipelines, and audits bind this into muscle memory.
Stage 7 — Settle-Down (≈ IL-7) — “Country Hub”
Sound-bite: Generational continuity. Governance and biosecurity stand alone; dark-Earth drills are boring by design; knowledge institutions outlast leaders.
TL;DR definition: Stage 7 is where a mature city hub becomes self-sustaining in practice, not pitch. The system can run cleanly through long dark-Earth intervals with asynchronous, signed exchanges only; a ninety-day communications drought feels like a drill, not a crisis. Governance and biosecurity are institutional—rules and remedies persist across leadership cycles; succession is routine; appeals work. The culture treats knowledge continuity as a craft: standards, archives, and training pipelines make people replaceable in the best sense. External partners are welcome, but local sovereignty—technical, legal, and informational—sets the terms.
Stage 8 — Settle-Down Plus (≈ IL-8) — “Bi-planetary resilience”
Sound-bite: Two worlds, one resilient civilization. We cooperate without dependence; stacks are intentionally dissimilar so no single failure jumps the gap.
TL;DR definition: Stage 8 is the step from a self-sustaining hub to a self-respecting pair of worlds. Each world can stand alone in the essentials and chooses asynchronous, signed interfaces across the void. Trade is welcome but non-survival-critical. Deep-space links, standards, and supply lines are diversified by design; “break-glass” drills rehearse losing any one channel (or partner) without crisis. The ethos is simple: collaborate freely, survive separately.
Stage 9 — Public (≈ IL-9) — “Multiplanetary normal”
Sound-bite: Lose one, don’t regress. Travel feels like going to another country; tech, law, finance, and culture are diversity-trained by default.
TL;DR definition: Stage 9 is civilization with a spare and a spare’s spare. Multiple planets each host long-endurance hubs, and the system is engineered so any single planet or major hub can blink out without civilizational backslide. Tech stacks, supply chains, standards, and cultures are intentionally dissimilar; interworld links are many and revocable; reconstitution is drilled, not theorized. For ordinary people, interplanetary life is public: visas, flights, commerce, and careers work like inter-country moves on Earth—slower, pricier, but normal.

Survival Backbone Reliability | Each planet’s backbone (power, air/water, shelter) is operationally independent; interplanetary outages don’t touch survival systems; planet-scale dark-link exercises on schedule. | Planetary uptime bands stay boring through deep-space comms drops; planned 'planet-alone' weeks executed without drama. |
Make–Mend–Multiply (Local Production & Repair Depth) | Both worlds can rebuild core kit locally; where they trade, they trade options, not lifelines; critical processes use dissimilar machines/materials to avoid common-mode failures. | Dual recipes and fixture sets; signed design exchanges with on-planet re-qualification; yield data published per world. |
Food & Bioprocess Sufficiency | Each planet carries multiple modalities, its own seed/strain banks, trusted cold chains; interplanetary food trade exists but is never essential. | Independent nutrition planning and recall capability on both worlds; drills simulating cross-planet contamination scenarios. |
Mobility, Storage & Logistics Resilience | Independent deep-space links/logistics with diversified orbits, windows, carriers; buffers sized to interplanetary cadence; navigation/timebase verifiable locally. | Multiple comm constellations or routes; warehouse ledgers showing 'planet-alone' cover; tested loss-of-vehicle and loss-of-uplink playbooks. |
Economic Momentum & Trade Fit | Trade is accretive, not existential—specialty parts, data, cultural goods, science services; pricing/treaties avoid dependency traps; substitutions pre-planned. | Contracts with explicit 'planet-alone' clauses; capacity reservations for resilience; visible substitution matrices. |
Governance & Stewardship | Planet-level governance separation with crisis compacts that respect autonomy; interfaces (legal/technical) auditable, revocable, narrow. | Public dependency matrices; powers with sunsets; dispute mechanisms that don’t touch survival systems. |
Health, Biosecurity & Care Culture | Interplanetary biosecurity is routine: quarantine for cross-planet traffic, genomic surveillance, mirrored reagent/vax platforms on each world. | Through-journey quarantine windows; clean corridor designs; cross-planet outbreak drills with sealed interfaces. |
Talent, Training & Teamcraft | Knowledge moves, not dependencies; each planet runs its own schools, certifications, sims; exchanges enrich but never single-thread a role. | Twin curricula with divergent examples; cross-posting with backfill rules; succession exercised on both sides. |
Identity, Story & Attraction | Shared story celebrates dissimilarity: two capable cultures collaborating by choice; dashboards show what’s traded and what’s proudly local. | Festivals around break-glass drills; media citing receipts (not vibes); newcomers attracted by mission, not dependency fantasies. |
Allies, Capital & Partnership Readiness | Partners, capital, standards are multi-home and revocable; exchanges asynchronous and signed; no synchronous rollouts; model/vendor diversity enforced. | Revocation tests across planets; dual-vendor ICS; term sheets forbidding exclusivity on survival lines; multiple independent deep-space links. |
Stage 9 — Public (≈ IL-9) — “Multiplanetary normal”
Criteria | What good looks like | Stage Gate Proof |
Survival Backbone Reliability | Each world’s utilities are boringly independent; planet-loss and partial-loss drills prove continuity of life support elsewhere. | Planet-alone uptime flat during cross-system shocks; rehearsed failover of knowledge, parts lists, and critical services. |
Make–Mend–Multiply (Local Production & Repair Depth) | Core kit can be rebuilt from two-planet bases; process recipes have triangulated variants so common-mode failures don’t propagate. | Dual/tri recipes and fixture sets; on-planet re-qualification of imported designs; yield parity across worlds without shared fragilities. |
Food & Bioprocess Sufficiency | Each world runs multiple modalities, independent seed/strain banks, and public-health grade cold chains; interplanetary food trade is optional. | Cross-planet contamination drills; parallel reagent/vax platforms; nutrition planning that survives loss of a trading partner. |
Mobility, Storage & Logistics Resilience | Diverse orbits, providers, and routes for comms and cargo; buffers sized to live through missed windows; local navigation/timebases independently verifiable. | Multiple deep-space links; substitute trajectories in ops books; warehouse ledgers with 'system-alone' days-of-cover. |
Economic Momentum & Trade Fit | Trade is resilient and non-existential—specialty parts, data, culture, science services—priced with substitutions and planet-alone clauses. | Contracts forbid dependency on one world; capacity reserved for maintenance/drills; diversified clearing/settlement rails. |
Governance & Stewardship | Planet-level sovereignty with narrow, auditable crisis compacts; no body can impose synchronous change on all worlds’ survival systems. | Public dependency matrices; powers with sunsets; dispute mechanisms that keep survival stacks decoupled. |
Health, Biosecurity & Care Culture | Interplanetary biosecurity is routine: through-journey quarantine, genomic surveillance, mirrored reagent/vax platforms; drills span worlds with sealed interfaces. | Clean traffic corridors; stigma-free reporting; time-bound corrective actions after multi-world drills. |
Talent, Training & Teamcraft | Redundant talent pipelines per world; knowledge moves, not single points of failure; exchanges enrich but never single-thread roles or institutions. | Twin curricula diverging by local context; succession exercised planet-by-planet; cross-posting with mandatory backfill. |
Identity, Story & Attraction | Shared story is plural: many worlds, many ways; dashboards show what’s traded and what’s proudly local; travel and migration feel ordinary. | Festivals around reconstitution drills; earned media citing receipts; newcomers choosing worlds for fit, not necessity. |
Allies, Capital & Partnership Readiness | Partners, capital, and standards are multi-home, revocable, asynchronous; no synchronous rollouts; vendor/model diversity enforced; revocation tested. | Dual-vendor ICS on each world; signed, delayed digital exchanges; clean exit ramps in MoUs; multiple independent settlement and comm rails. |
